Clement L. Tsao is a member at HSGLaW, where he represents labor unions in all aspects of labor relations. This includes practice in federal and state courts, matters before the National Labor Relations Board and the Ohio State Employment Relations Board, and providing counsel and advice on collective bargaining, grievance arbitrations and organizing. Licensed in Ohio and Kentucky, Clement’s experience also includes representing workers in wage and hour disputes and class action litigation.
Before becoming a lawyer, Clement worked for six years as a union organizer, first for UNITE HERE, organizing hotel workers in New York City and Washington, D.C., and then for AFSCME, organizing family child care providers in the San Francisco Bay area. It was these organizing experiences that inspired Clement to pursue a career in labor law.

Experience
Representative cases include:
- International Brotherhood of Teamsters Local Union No. 413 v. The Kroger Co., dba Tamarack Farms Dairy, 2021 WL 5505496 (6th Cir. Nov. 24, 2021) (successfully obtained and affirmed the district court’s opinion and order compelling employer to arbitrate a retirement benefits grievance)
- Franklin Cty. Sheriff v. Teamsters Loc. No. 413, 114 N.E.3d 1207 (Jan. 23, 2019) (successfully confirmed two arbitration decisions and defeated the employer’s effort to vacate that resulted in reinstatement of 4 civilian employees with backpay totaling nearly $300,000)
- Shamrock Cartage, Inc., 2019 WL 656268 (Jan. 22, 2019) (successfully litigated NLRB charges resulting injunctive relief by a federal district court and permanent reinstatement of a lead organizer terminated during an organizing campaign)
